Water Leak

I live at 2986 Denver Drive
and there is a water leak behind our house on the sidewalk that runs
parallel to Drake coming from grass irrigation it seems. It has been
accumulating over the last week. I called the city to report it and they
said it was an HOA issue. I am worried about wasteful water and pests.
